Civil Engineering
Every road, pipe and platform starts with sound civil engineering. We're proud to be a part of moving communities forward.
What We Do
OUR CORE SERVICES
Civil work sits at the heart of everything we do at PRI. Our civil engineers design the road, water, wastewater, and stormwater systems that make land functional and ready for development — laying the groundwork for everything that follows. Because our geotechnical, hydrotechnical, structural, and environmental teams are all under one roof, the coordination challenges that typically come with multi-consultant delivery simply don't exist. Our disciplines work together seamlessly — sharing knowledge, aligning early, and moving projects forward with the kind of efficiency and cohesion that's only possible when your entire team is already on the same page.
Land Development & Site Servicing
LAYING THE GROUNDWORK FOR COMMUNITIES
Grading, servicing, road design, and stormwater management for residential, commercial, industrial, and institutional developments. We move projects through approvals without compromising the work.
Infrastructure Studies
OUR CORE SERVICES
PRI provides comprehensive infrastructure studies to support effective decision-making and long-term planning. Our team specializes in assessing municipal systems, identifying deficiencies, and recommending scalable, sustainable solutions tailored to your needs. Our services include condition assessments, lifecycle analyses, and capacity evaluations for roads, sidewalks, utilities, and drainage systems. We integrate climate resilience and green infrastructure strategies into our recommendations, addressing challenges like flood risk management and stormwater control. Our studies align with urban and transportation planning efforts, ensuring seamless coordination with pedestrian, cyclist, and traffic flow improvements. Additionally, we prepare detailed cost estimates and assist with securing provincial and federal funding to support infrastructure upgrades. With extensive experience across British Columbia, PRI delivers studies that municipal clients can act on — including asset management plans, Integrated Stormwater Management Plans (ISMPs), DCC background studies, and Master Servicing Plans — to support capital planning, funding applications, and long-term infrastructure decisions.

Project Cost Estimating
LAYING THE GROUNDWORK FOR COMMUNITIES
PRI’s civil team provides detailed and reliable project cost estimating services to support informed decision-making and successful project execution. Our estimates are based on robust methodologies, historical data, and industry standards, ensuring accuracy and transparency throughout all phases of a project. Our team has extensive experience preparing cost estimates for municipal infrastructure projects, including roads, water systems, stormwater management, and utility upgrades. Using Class D (conceptual) to Class A (detailed) estimates, we ensure cost accuracy at each stage of project development, allowing our clients to manage budgets effectively while planning for future growth.
- Comprehensive Scope Definition: Working closely with the city and stakeholders to identify all project requirements and constraints.
- Cost Breakdown Structure (CBS): Developing a detailed breakdown of costs, including materials, labor, equipment, and contingencies
- Lifecycle Cost Analysis: Incorporating maintenance and operational costs to provide a long-term perspective on project investments.
- Market Analysis: Factoring in local market conditions, labor availability, and material costs to ensure estimates reflect real-world conditions.
- Risk Contingency Planning: Including contingencies to address potential risks and uncertainties.
Wastewater Services
Roads, Water, Sanitary & Storm Sewer
PRI’s Municipal Team has completed numerous sanitary sewer projects throughout the Province. Our wastewater engineers can provide wastewater design services including municipal wastewater and collection planning, engineering, and system upgrades. PRI design engineers use PCSWMM to model sewer networks and AutoDesk Civil3D for network design.
- Wastewater treatment facilities
- Collection system design
- System modeling
- Lift Station design
Water Systems
Project Management
PRI’s Municipal Team has completed many water system projects throughout the Province. PRI’s design engineers use EPANET and H20NET to create detailed water models including analysis for domestic supply, peak flows, fire flows and maximum and minimum velocities. Our experience includes working with and seeking approvals from Provincial, Municipal and Health approving authorities.

Stormwater Systems
Construction Management & Inspection
PRI’s Civil Team has extensive experience in stormwater collection and management design as well as construction of stormwater systems. PRI has gained this experience by working with local municipalities and developers to ensure stormwater management systems meet Provincial and Municipal requirements. Environmental and Stormwater Management plans include watershed plans addressing environmental issues at a watershed level and sub-watershed plans that cover smaller areas in more detail. PRI designs the stormwater storage and disposal system specific to the situation and site conditions using underground storage tanks, ponds, oversized piping and/or ground infiltration through perforated pipes and drywells. The civil team is well trained in many stormwater design software methods including PCSWMM, the Rational Method and Miduss to calculate and develop a functional stormwater management infrastructure system to reduce and/or eliminate the threat of flooding at the one in 100-year level as required in major drainage systems. In addition, PRI has significant experience in determining design flood flows and elevations for major creek crossings that require bridges or large culverts. The typical design event for these large crossings would be the one in 200-year event and is typically determined through the use of regional stream gauge data available through the Water Survey of Canada. Detailed Construction Surveys
Construction Management & Inspection
PRI provides precise and reliable detailed surveys to support the successful planning, design, and construction of municipal infrastructure. Our team combines advanced surveying techniques with extensive field experience to deliver accurate data critical for decision-making and project execution. As part of PRI’s delivery methodology, we conduct detailed site reconnaissance and surveys early in the project process. Project staff will visit the site to validate information from the background review and supplement it with first-hand observations. This ensures alignment with project objectives and allows us to verify the scope of work or raise potential risks with the Client. Should a topographic site survey be required, it would be completed during this stage. We specialize in construction-grade surveys that provide detailed information on topography, utilities, and site conditions. These surveys are tailored to ensure seamless alignment with design specifications and construction requirements, minimizing project risks and delays. Our services include establishing control points, as-built surveys, and layout for roads, sidewalks, utilities, and other municipal assets.
